Strategic Engagement: Nigerian Human Rights Commission

Mills & Scope successfully partnered with the Nigerian National Human Rights Commission (NHRC) to strengthen its stakeholder engagement and public accountability in advancing human rights protection nationwide. This multi-year engagement focused on equipping the NHRC to document, monitor, and communicate human rights issues across Nigeria’s electoral processes and beyond.

Our team led the development of a comprehensive Human Rights in Elections Monitoring Manual and companion Training Manual, enabling NHRC field observers to systematically identify and report abuses throughout the 2019 electoral cycle. We supported the nationwide recruitment and training of human rights monitors, established robust reporting structures, and delivered an innovative Human Rights Violation Map, an interactive digital platform that visualizes incidents by state, gender, and type of violation, enhancing transparency and citizen engagement.

Additionally, Mills & Scope provided advisory services to help NHRC prevent and respond to electoral violence, facilitated the production of the Commission’s official election human rights report with targeted recommendations for government bodies, and built grant proposal pipelines to secure funding for continued monitoring initiatives.

Through this project, we advanced the NHRC’s capacity to engage stakeholders, from civil society and electoral bodies to citizens and the international community, positioning the Commission as a more visible, responsive, and trusted institution for human rights in Nigeria.
