Strategic Engagement: Nigerian Human Rights Commission
Mills & Scope successfully partnered with the Nigerian National Human Rights Commission (NHRC) to enhance its stakeholder engagement and public accountability in promoting human rights protection nationwide. This multi-year collaboration focused on building the Commission’s capacity to document, monitor, and communicate human rights concerns, especially in the context of Nigeria’s electoral processes.
As part of this engagement, we developed a comprehensive Human Rights in Elections Monitoring Manual and a companion Training Manual, equipping NHRC field observers to systematically identify and report violations. We led the nationwide recruitment and training of monitors, established a structured reporting framework, and launched an interactive internal Human Rights Violation Map, a digital tool that visualizes abuses by region, gender, and type, significantly improving monitoring and intervention. Our team also provided strategic advisory support on electoral violence prevention and response, facilitated the publication of the NHRC’s official election human rights report, and helped the Commission build a sustainable grant proposal pipeline for future initiatives. Through this project, Mills & Scope helped position the NHRC as a more visible, responsive, and credible voice in Nigeria’s human rights ecosystem, demonstrating the power of purposeful communication in driving national impact.
